If you are asking about the "P25/LNK/DAT", here is what that means:
P25 Displays if the channel is receiving digitalized voice in Receiving or Hold modes.
LNK Displays when data is received on a voice channel in Receiving or Hold modes. (sort of like unmodulated "carrier" but digital isn't "carrier")
DAT Displays when data is received on a control channel in Receiving or Hold modes.
The scanner will spend about 1.5 seconds listening to the control channel for each site. If it "hears" a channel grant (permission to use a voice channel) for a talkgroup you have instructed it to monitor, it will then tune to that granted voice channel and monitor the transmission. If there are no grants, the scanner moves on to the next site and repeats the process. It will do that until each site is listened to at least once (longer if you increase the system hold time) and then leave the system looking for another system to scan.
So you could have a scenario of where the scanner detects a channel grant, but it is not in your scan list, so it keeps monitoring the control channel.
But to your specific question, no it does not necessarily scan a system twice.
