I have a bcd996t and i was trying to program it what type of system does it need to be program conventual, mot type 1, mot type 2? I need help bad i am using bctool and need help for programming LAPD.

Looks like Conventional P25 to me.

I am going to have this thread moved to the California forum. Someone may have a UASD or BCTool file you can import, and that would save some headaches.
