Most of the Channels are P25 Phase 2

The Livingston County system is simulcast, which means you may have limited or no luck monitoring it with a BCD996P2. While that model scanner is "Phase 2" compatible, it does not handle simulcast well.

Which ones do. I’m open to most ideas or models

Am I correct that this is the system?

That system is Simulcast.

Here's a map of the tower locations:

Receiving a Simulcast system clearly can be a major hassle. It's also extremely location specfiic. If you are in the 'right' spot, you might have no troubles at all. But if you're not, you may miss a lot of calls on the system, or possibly hear only garbled audio. It can be so location dependent that you fund moving your scanner a few feet in your house, or to a different room, makes all the difference in the world.

You can read more about Simulcast here:
Simulcast digital distortion - The RadioReference Wiki

This is not to say, positively, that you will, or will not, have problems using a 996P2, but it is possible. Check this thread in the New York forum about users having trouble receiving the system due to simulcast.

The best bets dealing with Simulcast are Uniden's SDS series scanners (the SDS200 is the base/mobile version), one of the Unication pagers, or this receiver:
There is a very long thread discussing this unit.

Ok so in looking at a couple of pro scan YouTube videos it seems that they are all geared to controling or setting up you raido to transmit over the net. Somthing I’m not looking to do. What I’m looking for help with is getting data from raido reference uploaded to my scanner like I did with Freescan. Any suggestions?
Thanks

I understand that but what do you do copy and paste in the radio reference database into pro scan,

have never used import. My preferred method is to copy and paste into Microsoft Excel, edit as needed, then copy and paste into Proscan using the Get Clipboard

You can use the Get Clipboard function for that. It works at the channel level so the system needs to be setup first.
It's easier to import the system by going to the menu Database - Import - RadioReference Web. A database file needs to be opened or created first. Do that by going to the menu Database - New (or Open).

One last Question and i have all weekend to play, Can i set everything up, Your systems and channels without my 996 scanner pluged into my laptop computer. Then when i am good to go, at that point upload it to my scanner like i did in Freescan?
I guess what im asking can it be saved in Proscan and then when I am ready plud in scanner and up load.

Thanks
Merry Christmas

Are you sure, that you understand Bob's(Proscan) most recent response? Looking at your portion, of the Proscan thread, I am not sure you do. Last night, I deleted a very lengthy response of mine. Before I sent it. Because I didn't want to step on Bob's toes'.

As for your question above. You can put all the data in Proscan w/o, your scanner being connected to your laptop. Then, When you are ready to u/l to your scanner. Just connect the USB cable to your laptop n' your scanner and click on 'Upload To Scanner'.

Take a look at the RRDB. You should see a Alpha Tag column and Description column at the channel level.
ProScan RR Imports the Alpha Tags by default. If you want to import the Descriptions instead then check this option.

Is the sound steady, like this'------------' or, is it intermittent but steady, like this '- - - - - - - -'?
Think of the 'steady' being fine electrical power. But the 'intermittent' is like an electrical short.

Not sure you understand me, there is no sound coming out of the lap top speakers when scanning with pro scan opened up and running. Not trying to broadcast over IP just my laptop.

What I meant was. When the 996p2 is connected, you said you get sound out of your laptop's speakers. You didn't say, if it is steady, or intermittent sound. So, Depending on sound coming through your laptop's speakers. It could either be something as simple as changing the 'Scanner Type', in ProScan. But it could be a bad cable.

Ensure you are using a stereo cable.
Go to the Audio Control - Recorder tab then set the input Sound Device to the input using. Do you see audio moving in the meters?
If you do then go to the Audio Control - Monitor & Test tab then select the Recorder Audio Service then click the Loopback box.
