Uniden Bearcat BC60XLT L/O??

So we found this scanner laying around at my in-laws. Trying to get it set up but it seems like all the channels are locked out, being there is a L/O on the screen no matter what buttons I hit. Help!

hit manual
a channel number should be there
then hit lock out.
then hit scan
