Uniden BT246T ~ How to get started and program?

Hello all,
I was digging through an old box of storage stuff and pulled out a Uniden BT246T that I received as a second hand gift a few years ago. I do not have any instructions other then the PDF that I downloaded online. How can I get started with programing my local frequencies so I can start hearing whats going on around me? Do I need to use a certain program? ARC? BUTEL?
