If you are in US/Canada you install the Sentinel program for HP1/2 and choose to update the database from internet. You connect to the scanner using a standard USB-A to USB-mini cable to your Windows computer and transfer the database. The scanner asks if you want to use serial or mass storage mode and you should select mass storage mode. The scanner will look like a USB harddrive or memory stick to Windows and will turn up as drive letter.
When done then disconnect cable and set you location in the scanners menu, either zip code or city or by manually entering your GPS location.

As has already been asked, what is your location? City or county, and state (if not North Carolina) would be a good starting point. (I see that in past posts, you were asking about McDowell County. Is this still what you are trying to hear?)
Have you created a Favorites list, and using that to scan? Or, are you using location, range, and the main database instead? If using the main database, have you updated it recently? Which agency are you trying to hear?
Which antenna are you using? The original antenna, or something else?
