My family and I are planning a trip to DC soon. Would it be worth my while to bring the HP-1 along or is most of the communications there encrypted?

If your intent is listening to MPDC you are out of luck, its mostly encrypted, as are many federal agencies. Just about everything else is in the clear. Bring it.

Most of the MPDC is encrypted with the exception of the City Wide channel and if there is anything big going on, you will hear it there. You can monitor the DCFD/EMS and you can also monitor just about all of Northern Virginia and Montgomery County MD. PG CO MD is TDMA and only the GRE PSR 800 can monitor them. You can also listen to the United State Park Police, the Airport (DCA) Police, and I think the United States Capital Police so yes, bring your HP 1 and have a nice visit.

I was in DC in Jan for a week...I had my HP1 in the hotel room, 9 floors up just north of the Capitol. I can't remember everything I was able to hear, but it was a blast!
