Does anyone know some who repairs Uniden scanners in Northern Virginia? I have a BCD996T that has a faulty earphone plug.

You may find someone that is able to solder that can repair or replace it. What is it doing? Have you looked at the board? If you can see if it is a cold solder joint or had come off the board, it would be very easy to fix. Another option would be to use the rear speaker output. If you can carefully get a picture of the inside around the jack, post it here.
