Uniden sds 100 / 200

Am I screwing up or is there a BUG? I tried to use the internet option in Butel and sentinel both to get
the California highway patrol programmed in a sds100 and I don't see it listed any ware? Can someone please point out ware i'm going wrong?

That's what I was looking for under the Butel and the sentinel software's but couldn't find in either I even checked the filters and couldn't find it?
