Finally had the time to sit down with my scanner and program Favorites with the software. I wanted to Listen to the Philadelphia police, and nothing. It has been a while since I tried. Too far from Williamstown for my Comet Discone antenna. I bought a Wilson 301111 and put it up verticle at 340 deg. for the 25 or so Air miles. and covers all of Philadelphia. I still receive everything in Southern New Jersey too. no need for the discone. and it was 1/2 the price.

I used a UHF TV antenna 500-700MHz for many years and worked great for the 400MHz range with a lot of gain and still received omni for lower frequencies, at least better than a telescope antenna in the window. One of my antennas that I use are still a TV antenna but wider range 50MHz-700Mhz with a built in preamp and the majority of transmitters are anyhow from one general direction.
