Unidenified talk groups on ISICS

This group 4212 encoded has checkins daily and occasional activity near Cedar Rapids
4212 units 3880 3868 3933
Best guess is its a federal agency on the system as they seem to be local not occasional. We don't seem to have
a local DCI office here. They usually come in from Polk County or some other county. at most 4 or 5 units and weekday radio check and minimal periods of high activity. Some type of occasional use radios.
What are the DCI talk groups they are not listed? DSM region maybe you have some unid talk groups?

Not sure I know what you are asking. Here are a couple points that may touch on what you're asking.

Encyrption calls are the same as non encrypted when it comes to the talkgroup itself.

Not many people use private call anymore, cell phones are too prevelent and then you don't suck up channel resources on the sites.
