Do not see any indication in your screenshots, but someone using DSDPlus has decoded 300 radio aliases and those may indicate who the system belongs to.

Think I am a bit too far away to decode aliases, signal strength is on the low side

I have pulled aliases from a few systems that had very marginal signal. Hopefully when conditions improve it will start populating for you.

It is not at Dulles but "a neighbor". It uses several (at least 4 sites) transmit sites throughout the greater DC on the same frequencies at the same time (simulcast). If you know the area, you now know who.

Well, if my guess is correct, it is one of those TLAs that prefers to keep a low profile even though their activities are "pie in the sky." Their HQ is listed in bold type on Google maps...

I said enough for those who are close enough that it was an answer. And enough to eliminate other possibilities (I did say it is not Dulles Airport for example). I would rather have people think than hand them answers. Anyone who researches the area enough on the web will now know who it is.

And the facility that is responsible has a wikipedia page with the buildings (but not agency) labelled on wikipedia maps but yet identified in real estate web sites. Those still having trouble need to go eat at the Chick-Fil-A in Sully (note the one in Sully Square is not actually in Sully). Got to make this fun somehow for those who do not get the fun of actually really hunting things out.

I used to work in one of those buildings across from chick-fil-a, retired 3 years ago. Stupid question time…. can I program these frequencies into by Uniden digital scanner and listen in or is it encryped as I suspect. I live about 15 miles away. The computer snapshot above is way over my head, my digital scanner is over my head - I am still living in an analog world.
