Unidentified new Radio system in Rice County

Yesterday doing an activity scan on the KSICS Little River (Rice co) tower, I got hits on three frequencies. No Talkgroup information popped up.

I tried a search of the FCC database, found nothing in Rice, Reno, Ellsworth, Barton, or McPherson counties.

The frequencies are:
851.0062
851.3062
851.3250

Does anyone have any ideal who this might be?

Just an update, It was part of the McPherson CO EDACS system that I have been picking up sporadically.

The first two are not valid FCC allocations. Everything on 800 MHz is on 12.5 kHz steps (851.300, 851.3125, 851.325, etc.)

That's part of what was throwing me off.
