Tones are usually not used on road channels. The use of tones may cause missed communications.
Some railroads do use tones for yard ops but there is no set rule if they use CTCSS or DCS.
CSXT uses a tone on dispatch for certain notifications. Amtrak PD uses tones on the repeaters, other rail PD's pretty much are NXDN and encrypted now. And as stated some yards have tones enabled. And the rare use of PBX now has tones on some repeaters also. But PBX is pretty much on the extinct use list now with iPads, Cell Phones other tablets etc replacing need for them on most lines. But as far as I know UP does not use any tones.
What does this "surplus crap" sound like, can you make out and understand what is being said or is it just random noise?
It could be intermod from your local NOAA WX frequency or from a VHF paging transmitter.
What model is your scanner.
Yeak ok. I have herd the DTMF access tones entered to talk to Dispatch, Service , etc
As for the "crap" just a carrier key up, seems like it could be adjacent Channel interference.
