UniTruker With RTL-SDR Dongle - Just Static

I am trying to monitor my local 9600 analogue EDACS public safety system.

I have the system configured with all frequencies entered correct. UniTrunker is picking up and decodingthe control channel properly. The input to UniTruker is via a tapped discriminator of a Pro97 scanner. Receiver 1 is SIGNAL type, DISCRIMINATOR MODEL.

I have followed the directions to set up the dongle for voice at RTL-SDR Tutorial: Following Trunked Radio with Unitrunker - rtl-sdr.com,

But all I am getting is static when UniTrunker picks up a voice transmission. It is quiet between transmissions, but just static during the transmission.

Stop the PRO97 tapped receiver.

Set the RTL VCO to signal role. Manually tune the VCO to the control channel.

Follow the drift correction / calibration procedure to minimize the window value. You may also need to adjust gain settings.

UniTrunker | Realtek RTL2832U

Once you can get 100% decode of the control channel from the RTL stick, follow the squelch adjustment procedure.

Set the RTL role to voice and re-start the PRO-97.

Make sure the "Analog" box is checked on the RTL VCO tab for voice following.
