Unitrunker Action Code - "Inhibit"

Noticed today for the first time on Unitrunker under Action, the word "inhibit" for a user. First time seeing that. It was on a Phase II system. What does that term mean?

It basically makes the radio a brick until the system admin enables it again. It disables the radio.
