Unitrunker and RTLSDR Voice channel not following?

I'm somewhat new to RTLSDR. I've been playing around for a while in SDR#, but when I decided to pickup my universities trunked system, my voice channel won't follow, even though it is running.

I have a NooElec NESDR Mini 2 which I am using for the signal/control channel. I am using a NooElec NESDR SMArt for the voice channels.
I did follow the tutorial on the RTL-SDR.com blog/site
I also followed youtube tutorialseries by Steve Schwartz (https://youtu.be/g9KJrtIO8_4)

Maybe try an alternate control channel.

Also, look at your control channel signal strength using a program like SDR Sharp, and see if it is actually being received with a reasonable signal strength.
