What does "site 9140" mean?

Talkgroup 3598 (University Of Minnesota PD Main Dispatch) seems to consistently be on sites 1-9 (Minneapolis) and 2-3 (Ramsey) and very often on site 1-1 (City Center). It is occasionally on others. Each of these sites consists of several towers. When the talkgroup is on a site, it is being broadcast by all towers that are part of that site. You can go to the radioreference ARMER page to see the exact location of those towers (and their call letters).

Thanks John, that kind of puzzles me is their radius is only 10 miles, ocassiomslly I pick up the Mpls site out in Otsego but probably won’t hear anything unless I get a tower receiving

I've never been to Otsego, but have you tried listening to Ramsey County (2-3)? Radio reception is a strange thing, but I get some sites from ~30 miles away.

Is this what you are after? For example for Ramsey County:
Site FCC Licenses
WNPD921
WQBK499
WQBT680
WQJA985
Click the site on the radioreference ARMER page.

Alternatively, in what is an apparently a Motorola specific OSP, some letters (and a frequency) are broadcast at the top and bottom of every hour. For example from the Ramsey County site, we get:
WPBV628 854462500
WQBT680 851187500
WQJA985 856462500

"I have those thanks, I wonder what their new call letters are? " Do you mean like: "405 this is 401" or "Dispatch to 311"?

I don't have that info.

You can follow by radio ID number. I use Freescan to log radio calls in my county and can tell you who is making a call by way of radio ID.

johnmoe1, says: "some letters (and a frequency) are broadcast at the top and bottom of every hour"

I don't see that (hourly entry) in my log in my listing on Freescan, but it could very well be happening somehow in the background.

hwt8254 says: "THE FCC call sign for UOM PD"

The FCC dot gov site (database) should list the FCC station callsign.

If you are referring to an individual callsign, is it one that is assigned by the agency itself, U of M in this case? You would probably need to ask the agency itself for that info.

I hear (and log) State Patrol and County Deputies talking all day long using their three digit "agency" callsigns (311, 405, 943...). From the logging I have built my own database of radio ID's and associated "callsign", so I can pretty much tell who is where and when. And anyone on the ARMER system can turn-up on any and all sites. I routinely get to listen to calls from the Twin Cities area here in southern MN that come across the local tower and do not have anything to do my county.

Other than what I have presented, I am at a loss for anymore information that you are apparently looking for.

The U of M does not have an FCC call sign for ARMER as they are a subscriber not a system owner. MNDOT holds the call sign for Tower 101, Minneapolis for 109, Hennepin County for 201 & 202.
