I was in Columbia for A football game in had my home patrol two with me. I looked on radio reference this is what it said Mu System is now operating NTRBO mode. The Motorola type ll Systems system was currently shut down they are using voice system voice privacy almost on talk groups I hope that makes sense now I’m very confused help.

Voice Privacy is a form of encryption.
You cannot monitor any talkgroups using voice privacy with a scanner.
