SDR# Unknown Data Mode... like DMR.

Hi all,
I'm hoping some kind soul can ID the data mode in the linked attachment. It's sorta looks and sounds like a DMR mode but DSDPlus can't seem to decode it. There are 5 or so of these transmissions sending 24/7 at 12.5/25KHz apart from various directions around me (I'm using a VHF yagi on a rotator). They are transmitting around 164.300 MHz.
The recording itself is made in SDR# using the IF Recorder plugin set to '16 Bit PCM IQ' and it's approx 10mb in size.

It's definitely not DMR. Would seem to be data or telemetry of some sort perhaps, given the repeating nature of it.

It's called Paknet, operated now by Vodafone. Bit of a dinosaur, still used I think by burglar alarm systems. Its X25 based, and AFAIK encrypted.
