I can hear quite clearly with a baofeng UV5R some department on the frequency 453.575? Looked and cant seem to find anything. Does anyone know?

How about a location. NYS is a big state RF wise.

And a PL tone would also be incredibly helpful. Does the BF have a PL decoder in it?

Sorry thought I put all that info in before I hit send.

I’m in Hewlett, the BF has a PL decoder but I’ll have to check later, and I looked on the database for anything nearby

Once you determine if a PL or DPL tone is in use consider an RR premium subscription so you can utilize the RRDB search query and FCC query functions Radioreference has to offer so you can pinpoint possibilities. maprad.io has a nice advanced search function to allow you to do a radius search based on distance from your GPS coordinates. If you can hear them "quite clearly" on a Baofeng as you describe you shouldn't have to search very far
