Unknown Dover Township Frequencies

I decided to listen to the unused frequencies on the Dover Township Police Department P25 System license and heard some unknown agency using them. It sounds like some type of construction crew, but they're very professional. Here is what I have so far:

470.6500 - Unknown Agency - DPL 265
471.9250 - Unknown Agency - DPL 265
472.2500 - Unknown Agency - DPL 265

Anyone know who they are? Thanks.

Probally township employees. What are they saying on the chanels?

They were talking about walls not being up and something about if it rained tommorow (which is today) they couldn't finish.
