unknown edacs system on 857.1625

I picked up a cc on 857.1625 near Lambert airport with an LCN of 08. There was enough traffic that LCN's of 6,7,9 and 10 popped up.

Might be a ghost system ..

I'm not far from the airport and can hear the control channel as well.

Yeah .. I'm so use to living in the middle of a state that it didn't occur to me do a freq search for a-c-r-o-s-s the river.
