Unknown Federal Frequency

I pick this frequency off of Discovery from SDS100 around Omak, WA about 40 miles south from the Canadian Border.
I'm assuming it's encrypted because no audio is heard. Any help would be appreciated.

I'm not sure about the SDS100 but the 536 shows ENC on the display when receiving an encrypted signal.

Could be a UHF hot-link for a drop-link VHF repeater system. If not encrypted, listen to it during the day and see if any traffic comes across.

Notes tho point to a smorgashborg of potential US users.
USAF, NNSA, VA, USPS and a few UNID due to ENC at some NSSE events on the East Coast

A lot of the Forest Service radio systems up in the Pacific Northwest continue to use analog for the VHF land mobile repeaters, but the UHF links that connect the repeaters to the centralized dispatch centers were converted to P-25 digital.
