Unknown freq in St. Pete

Just wanted to say I am picking up 168.300 P25 one side has been encrypted and the other in the clear. I am listening on my pro-96 and it does not say a PL tone or a NAC. Just wondering who it might be?

168.3000 is typically NPS, BLM , but with the convention soon, who knows.

See if you can get the NAC, it might or might not help in the ID

I am back home in Sarasota now, so I won't be able to get the NAC, also I was on the 7th floor of All Childrens, I don't know if it was repeated or simplex.
