Could I suggest checking the database here for the frequency/state. If nothing there, try the FCC ULS database (again for frequency and state). Many (most?) LTR systems have more than one channel. This should fill in the rest of the system.

it looks like an IG license, not uncommon for business trunking although they are changing many to YG.
The company, STATE COMMUNICATIONS LLC, has 18 licenses listed. Look through each of them and note the FB frequencies. match the locations with the frequencies and you will get the frequencies at each site. (several different licenses may be issued for each site)
I did a lot of monitoring and research for several systems in CT & MA and some sites had as many as 5 licenses.

I believe State Communications, bought-out Jackson based Troup Electronics, Inc. last year, or was it the other way around?

Are you sure? I ran it through the search page here, and also through the Ingham Co manually looking, and didn't see Big Daddy... I can't believe they could have a license on that freq in Lansing if it already has a separate one in Williamston.

Yes im sure it is Big Daddy. I have heard them use their name on that frequency. I know it's not licensed to them, but they do use this trunked system. I do understand it is hard to find this system. I will tell you it is the state communications system in Ingham Co. Allthough this frequency isnt shown, try clicking on the lat/Long link, and this will show you other
licensed frequencies in the same area ( feet, miles, etc)

I hope this helps
