Unknown P25 with 408.0000 CC

Those are typical VA medical center frequencies. Possibly the VA in Martinsburg? I understand they're making a push towards P25 systems lately so that would remain consistent with what I've heard.

408.0000 was (Analog) for Martinsburg, so I would concur for now

Got a NAC of C91 on that system. It was strongest near the southern part of Martinsburg, but not at the airport which makes me believe it is the VA Hospital.

Interesting that the radio ids noted as registering on the system match radio ids that have been active on SIRN site 1.7 whose range of over the air alias's show as the VA --
