Unknown Talk Groups New Castle County , Has anyone else noticed some unknown talk groups popping up on the New Castle Simulcast lately ? It started a couple of weeks ago on my sds100

What kind of talkgroups? Fire, ems? What kind of chatter?

What specific talkgroup IDs? Clear or encrypted? Do the UIDs match up with any known talkgroups or are they unique? There's an unidentified talkgroup wiki here with very few notes...

Some of the Id's are shown on the list , Sounds like it might be encrypted transmission as far as i can tell .
