Unknown Talkgroup on SLATER

So, I got bored today and decided to turn on ID search on my SDS100 while monitoring the SLATER network (Urban South Site) and was hearing some odd transmissions.

TGID: 65018
The purpose at the time is unknown, but Im hearing "617 on scene behind fire, lane 1, 1640 metro clear"

Since its a 65XXX ID, id assume MODOT? but Im not exactly sure on what it could be.

It was on the SLATER South Site as mentioned earlier. Not too sure.

65xxx talkgroups are ISSI patches, which means they are connecting a talkgroup together with another system (like MOSWIN).
I don't usually have any SLATER towers turned on, by my MOSWIN towers have 65xxx talkgroups every day. Many are encrypted, probably law; but I hear law surveillance all the time in the clear.

Some of them appear to be permanent (also used for the same thing), like the 65xxx listed on SLATER
