DSDPlus Unknown Tier 3 DMR Sounding

Not sure where to post this.

For the last hour, myself and a buddy of mine in KY have been hearing an Unknown Tier 3 DMR Sounding. It shows Broadcast Group Call to TG 16777215 with a radio id of 1031. This system has a partnering tower and does not have any activity. This system is not in the RR DB so there isn't much info to go off of nor is it licensed in the ULS. This system has been online for about 2 months now and until tonight has not had any activity. Hoping someone can tell me what this data stream is.

I believe that is the DMR All Talkgroups (0xFFFFFF). If you talk on that group, everyone hears you regardless of what group they are on.
