Unknown tones looping on 3828 kHz (Video)

These tones have been looping for over an hour now on 3828 kHz (HF airband) :

They appear to be mostly frequency-stable, but, as you can also see in the video, they occasionally wobble somewhat.

Any ideas to what this could be?
