Unknown transmisions on 140.675mhz

I am recieving a transmision on 140.675mhz narow band fm mode (I think) that is very strong here in southern Illinois. The voice is garbled and unintelligible. Don't know if it is encrypted, or speech inversion or what. Any ideas? They are generally short transmisions but go on al the time, usually a couple every hour or two.

I don't see an allocation for 140.675, but 140.700 is U.S. NAVY.
