While anything is possible, I doubt your local/county/state police would have the budget for that, or that the any agency is doing it there and not in the other major cities like Charlotte, Raleigh or Fayetteville, especially with generic RIDs of 1. Think you should be looking at what @RFI-EMI-GUY suggested above.
I agree, the RID:1 detail definitely makes it lean towards that theory

So let me ask this since I wasn't an active listener in Blackwater's prime........would they (or Phoenix Global Support) hold an FCC license or fall under NTIA?.
Also now (5:30-6:00 pm ish) seeing some 904xxxx & 900xxxx id's hitting on 154.5275 NAC 167 and 451.800 NAC 167.
43.040 active near High Point for few. A few quick FM Comm checks and then going to some kind of ENC or digital sounding modulation.

might as well punch in the rest of the freqs for fun

I wouldve never even considered a military contractor-type thing like that - wow. To be honest, I didn't even know they could be used for instances like this? Too bad its encrypted, but regardless, if thats true that is an awesome find, and awesome catch/ID. Do any such companies exist in Florida?

Just prior to lunch another hit on 451.800. Seeing RID 3927xxx and RID 1 show up.
154.5275 got another hit as well. 65xxx popped up briefly there and then mostly RID 1 there after.
Unable to monitor lowband at the moment so i'm not able confirm anything on 43.040.

Maybe BigLebowski can chime in with some better success / results?

Remember the itinerant business channels have thousands of licensees.
Many of them can operate temporary and mobile stations anywhere nationwide. That includes a lot of security companies.
Almost nobody ever IDs as the FCC requires.
There are many unlicensed users too.
Trying to pin down something you hear on an itinerant to a particular user will be difficult.

especially when you can't even tell what kind of encryption it is

also a google search of the Phoenix address shows it shares office space (same street address) with Combat Control School Heritage Foundation, Inc. not that there was really any further evidence needed of its specops connection, but there it is anyway.

On the way home yesterday afternoon, I turned into the lane to the private community on the north side of GSO where I reside and met a white outbound suv with numerous antennas. Looked good. My suv has numerous antennas, too, and the same Scottish flag plate on the front as well, so I casually waved as we passed. Haven't seen it since and probably won't see it again, but over the past few days I have noticed digital traffic on the itinerant frequencies in our ops radios as I head into town on N. Elm St.

So not sure if any of this is related, but ADSB Exchange got a hit on SAM791, which shows as B757 just north of Greensboro.
Turned the scanner and heard them working Greensboro Apch on 124.350 with request for a few Instruments approaches and some VFR (visual tower work?) At the same time 451.800 was active again with RIDs of 1, 3091120, 1021115 and another 1 or 2 starting with 90.
I thought maybe I got a hit on 456.800 (assuming a normal input).

Just afternoon, I was getting a hit on 154.5275 NAC 167 RID1. It was ENC as well.
Strongest in an area north of Asheboro and south of Greensboro. Can't help but wonder if both findings are related to recent civil unrest moments.
Kinda makes me wonder if it maybe antifa or some simular organization. I've seen the pics if ear pieces and it would kinda fall into their setup to be running on an itinerary freqs then encrypt onto of them. I've wondered in the past week with all this going on how they communicate. Just some out of the box thinking from my end

I recall many years ago when bomber Eric Rudolph was on the lam, I was driving around the WNC area during a trip to Smokey Mountain Park and Maggie Valley area. On a back road, I encountered a couple of unmarked white Humvees with some guys in tacti-cool garb and weapons. Don't know if they were searching for him, I kept right on going!

While any thing is possible, I find it difficult to imagine they'd send the plane that is typically used as AF2 to do training. Additionally the plane is now down by Savannah and it looks like it was a straight flight without any circles.

Today I have seen these ID's: 1, 9003032, 9041031, 3091243, 3094026, 3091118, 3091120, 3454426, 1016006, 1015287, 1021115, 650965, 1010299, 9023031, 3091777, 11125, 3927, 3091280, and 1109816. Seems like a hodgepodge.

Have not heard 469.550 or 154.5275 from my location but I have heard 43.04 come up twice and coincided with traffic on 451.800.
