Unlicensed Short Track Racing

Hi Everyone,
My friends and I have recently been attending short track racing throughout NH, of course I brought my scanner and ran close call lol.
At both tracks I have been at have been using UHF Motorola CP185 and Magones. However, no license for either of these tracks. One of them did have two VHF frequencies but no use.
The tracks in question are White Mountain Motor Speedway and Claremont Speedway.
Are they able to do racing coms with some special license or is this a case of buying radios and using what frequencies they came with?
I should add that this was not spotter to car radio, it was all track and operations.

I did write down the frequencies, tones, and use for Claremont Speedway, is it worth submitting to the database?

I did just find expired licenses WPHR955 and KD43772 for a 'Speedway Safety Service Inc.' just now. None of the frequencies matched what I found in Claremont.
