Iowa City must be moving forward. Was watching news about budget shortfall in Iowa City and wanting to charge another tax on elec company to make up for low funds, and they were outside some building in Iowa City and what is in the background Racom Demo Police car and a Tyco truck.

Now that the Public Safety budget needs to cut 10% doubt any new State radio system will be in the works unless they get a total grant from DOJ but I don't see that happening. ISP is already short and they will have to cut staff no way around it and it won't be just office workers. Our state budget is so screwed up, they killed the cash cow by taking those stupid slot machines out of the gas stations after pressure from some. Right now unless they raise state sales tax a couple cents we will be like Cali a I.O.U. state.
Regarding the new Iowa City/Johnson County system, several sites have been granted licenses from the FCC this week. From the Weekly Iowa FCC Grants page:

(Cedar Rapids, IA., December 11, 2009) — The Linn County E911 Communications Board today announced the successful deployment of the first internet protocol (IP) based communications interoperability gateway in Iowa. The gateway is an interconnected system that will allow first responders from public safety departments across the county to communicate with each other by radio despite having otherwise incompatible radio communications systems. The IP-based gateway will serve as the first phase of Linn County’s initiative to create uninterrupted communications for public safety first responders. The new switch will allow radio users on Linn County’s VHF conventional network, the City of Cedar Rapids’ 800 MHz trunked network and the City of Marion’s UHF conventional radio system to communicate across each others’ systems.
“It is in the best interest of Linn County to have a public safety radio system with communications interoperability that allows the County Sheriff’s Office, police, fire and EMS to easily communicate with each other,” said James M. Houser, Chairman of the E911 Services Board and Linn County District 5 Supervisor, and early proponent of the interoperability concept in Linn County. “I am proud that Linn County is the first in the state to implement IP gateway technology which will enhance radio communication between first responders and better protect the lives of our citizens.”
Linn County’s new interoperability gateway consists of four Harris VIP consoles located at the Linn County Sheriff’s Office, the Linn County Emergency Management Agency (EMA) office, the Cedar Rapids Police Department and the Marion Police Department. The interoperability solution provides radio users with five talk paths and will soon be upgraded to six talk paths. The gateway connects existing VHF, UHF, 700 MHz and 800 MHz systems to achieve local radio communications interoperability.
“The deployment of the state’s first IP-based gateway gives radio users in Linn County a measure of interoperability among first responders that we have never before achieved,” said Dave Knott, Captain, Linn County Sheriff’s Office. “Different departments have used communications equipment that is incompatible because it operates on different frequency bands. Beyond helping connect public safety first responders on different radio systems, the gateways also gives the county complete compatibility with future P25 (Project 25) standards and provides a foundation to connect with additional IP-based radio networks down the road.” Project 25 is a set of standards for federal, state and local public safety agencies in North America established to address the need for common digital public safety radio communications.
“Although this is a significant step in improved inter-departmental emergency communication, it is likely radio equipment will have to be upgraded in three to four years due to expected changes in Federal Communications Commission requirements,” said Linn County Sheriff Brian Gardner.

Digital systems
I live in Muscatine County and the local PD and FD are currently on Digital (I think P25) which can be scanned by a digital scanner (pro-2096). The FD just got a grant to go back to analog because they can't get siginal in town or when they go to IC for a transfer. So maybe the digital is not all it's cracked up to be IDK.

Well I see JO county is 700,000 short for their dispatch center this year they forgot that tax or bond wasn't renewed and were to have emergency meeting today to figure something out. Guess they will have to tow more cars during the football games and increase the fee to get them out to 500.00, only need 1400 tows to make up the shortfall HAHAHAHHAAHAH That would be about 200 per game.

Johnson county appears to be moving forward with there new radio system. Last pm around 7 heard voice traffic on two or three of there new frequencies. I didnt pay any attention to the radio traffic until i looked at the screen and saw it was one of the freqs on there new system, couple of quick words on another freq then gone.

This week our Electronics Technician (who is also a ham) briefed our management team on the status of our radio system. He has been in DSM in meetings with the radio guru's for the state.
We have mostly UHF HT1000 & a few HT 1250's. He talked about having to re-band prior to 2013 and that about 1/2 of our 300 radios were upgradeable.
His version is that the state will move to "another system" in 7-10 yrs. I guess that is kind of from the horses mouth.

Interesting, I wonder if this new system will be like the rest of the states (Illinois for one) that went with a state-wide P25 network that includes everyone.

The money.............................your tax dollars at work. Yes they will come up with the bucks ---either state money or fed money. But it all comes from the same source...........the taxpayers.
I know that the DOC always renewed our own FCC license in the past. This year the DPS took over administration of our license. The State of Iowa Department of Correction is still the licensee but it is administered by DPS Communications now.

In a way, RACOM already has the beginnings of a statewide system. DCI/LEIN has several talkgroups on RACOM, so does EMA/HLS and Public Health . . .
If you're not listening to RACOM, you're missing some state traffic already . . .
But I would agree it would be advantageous for the state to have its own 700 MHz system . . .

I may be mistaken here, but I think the DHS is pushing public safety systems into P25 800MHZ systems...

It appears that at least some people are going in the direction of P25, but not necessarily 800MHz.. I believe some of what I had seen for a proposed county-wide system in Polk County would use either 700 or 800 MHz. As to my own county I haven't heard anything one way or another.
Scanner was stopped on RACOM roll call this afternoon and just caught the end of somebody saying they got the Linn County or it may of been just Cedar Rapids contract for P-25 Harris. When i heard P-25 i paid more attention and also was mentioned that they are going to open an office in Hiawatha.
Great more Racom - Harris audio. That would be the only way for them to go, like they were going to build all new towers and get this new system that they said they were going to build no matter what and get it in place in a year no way. CR windbags can't agree on how to do anything without hiring someone for 300,000 to help them out. This will be just like JCOM when it is all said and done if they are really going to do this.
And why does CR need to change doesn't narrowbanding only cover vhf and 400 - 500 uhf, they are what 800 P25?? Sounds like they want new toys or I don't know what I am talking about which happen a lot per my wife!
