EMERGENCY RESPONSE DRILL TO BE HELD JUNE

Division of Public Health, hospitals to
practice treating overflow emergency room crowds
Delaware Health and Social Services' Division of Public Health (DPH)
will conduct a large-scale disaster exercise called "Operation Diamond
Shield II" June 22-25 at locations throughout the state. The
simulation will demonstrate the state's ability to rapidly direct and treat large numbers of sick Delawareans.
The exercise will test how well DPH's Preparedness Section works with
public and private responders to a health emergency. Evaluators will
study how the state's hospitals accept, assess and treat large numbers
of volunteer patients, and how Acute Care Centers are established
under emergency conditions. Acute Care Centers are created outside of
hospital settings so the sick and injured can report there instead of hospital emergency rooms. Evaluators will assess the responsiveness and
efficiency of emergency responders, epidemiologists and laboratory
workers.
Several agencies are expected to participate in "Operation Diamond
Shield II," including the Centers for Disease Control and Prevention,
Delaware hospitals and the Division of Public Health.
After DPH's 2004 exercise, evaluators provided feedback on
capabilities, limitations and deficiencies. DPH revised plans and provided
additional training to address these gaps and improve coordination and
communications with our partners. The exercise satisfied a CDC
bioterrorism grant requirement for DPH to practice its emergency
response plans.
A general schedule of activities follows:
Wednesday, June 22 - Preparedness training and exercise orientation.
Thursday, June 23 - The exercise begins as a health scenario unfolds,
prompting a DPH response.
Friday, June 24 - The exercise continues. An Acute Care Center is
established.
Saturday, June 25 - 9 a.m. - 11 a.m.: Media and dignitaries are
invited to tour established Acute Care Centers at the Bank One Center in
Wilmington. The exercise concludes at 2 p.m.
Delaware Health and Social Services is committed to improving the

well-being, fostering self-sufficiency and protecting vulnerable
populations.
