Update: Colorado Springs Medical Talk Groups

I received a submission that recommends moving the following talk groups from the "Interagency" set of talk groups to the "Medical" set of talk groups, where the rest of the EMS to hospital talk groups are.

4950 1356 D EP PENRSE CM EP PENROSE COM Interop

I don't think it matters much how they're categorized, as long as they're the correct TGs.

Hospital change

USAFA ER has been converted to an urgent care clinic. Don't know if this has a bearing on comms or not.
