In the calculator, you always need to input the table from lowest offset to highest. That will yield:
Code:
	      Lower Base	Upper Base	Step	Offset
Band Plan 1	851.0125	861.9875	25	0
Band Plan 2	851.0250	859.0000	25	440

Since public safety stops at 854, you can use any value of 854 or higher (up to 859) as the upper base.
