The database references the UP El Centro Sub as having FM modulation. Is this correct?

That would be correct, UP still uses FM for their road frequencies.

It should actually read "FMN" however. It also should not be listed on the county page as it should be listed under the "California Railroads" section.

Yes, that is correct by definition. Most of us on the RR are still analog, albeit "narrowband".
