Does anyone know who dispatches them?

I see them all the time here, just don't know what the frequency is, it's not whats listed in the database for Kentucky, because I have tried them all.

So any ideas?

Not sure about there, but I know the Rangers in LBL are dispatched by a police department in Tennessee, although I can't recall which one right now.

Maybe a KSP post does it in your area?

No, I listen to KSP, have never heard them dispatch them.
