I have videos saved to hard drives that have built-in USB 3.0 connectivity. My TV and my DVD player have USB 2.0 ports on them and cannot "see" any of the files on these drives. Is there a device that would "downgrade" the drives so that my hardware can play the videos?

USB 2 ports should be able to read USB 3 drives. How large is your USB 3 drive? Your TV and DVD player may be limited to working with drives 32 GBs or smaller. It has to do with most hardware devices only supporting FAT or FAT32 formatted drives.

That could be the problem. They are 3TB drives in NTFS formatting.
