User of this frequency? 163.4625

I am in the Souteastern PA area and hear what appears to be DPW-like comms on 163.4625R/100Hz. This is only in the morning when there is some tropo enhancement. Does anyone have an idea of who this might be?

Looks like it is Ft Indiantown Gap Fire/Mnt.

Thanks for the hints of where to look. Found the info in the database here on RR

Do they use the 100,0 hZ PL tone exclusively or might they use multiple PL tones?
