Can someone explain the protocol used for the US Forest Service AFF system? Have efforts been undertaken to create AFF decoders?

All I have heard is that it is carried on the MARISAT satellites.

BlueSkyNetworks system uses Irridium Satellite network for data and voice. There is no way, that I know, of to listen to the Irridium system. The AFF system uses 128bit encryption .
