USFS Cherokee National Forest Digital?

Has the USFS gone digital with their 169.925 MHz. frequency? Recently, I have heard some digital-sounding hiss or noise interspersed with regular FM voice comms. If they have gone digital, what type of system are they using?

I haven't heard them using P25 digital, but it is possible they are using digital encryption on analog voice.

I have heard them using digital on 168.025 law enforcment some a long with analog. I will keep an eye on 169.925 and see what happens.
