Utilities Where Should They Be ?

When looking at the database I am wondering why are utilities put in a seperate catagory under states called wide area ? ? It would make more sense to put them under each county they serve. This would be multiple listings for the same frequency. I have noticed over the years that some utilities end up in the Counties and are not in the wide area or the other way arround. The utliities that I am refering to only cover 4 counties at the most and are not state wide.

The goal of the DB structure is to have a certain frequency that belongs to a certain entity only appear one time anywhere in the DB. A Utility that covers only one county would be in the county, if it covered two counties then it conceivably could be in either one of the two counties and a reference in the other county to the one that contains the information would be appropriate. This actually works for any entity, including police, fire, etc. The Amarillo, TX police department covers the city of Amarillo, which lies in two separate counties; the entry is in Potter Co. and Randal Co. has a reference sending you to the Potter Co. page.

Once an entity starts to get bigger than that, it is better set up as either a wide area at the state level or a separate agency depending on the circumstance. All of this is in reference to conventional frequency use, as TRSs are handled completely differently.
