Utility mystery freq?

The other day, I heard frequencies between 454.075 and 454.0875 what sounds like a pulse type system when resting on a pro 106 in tune mode. When keyed up, I heard a conversation checking poles in Andover at the time, then when the check was done, was told to check another pole in Haverhill. Thoughts?

What do you mean by "pulse type system"? Is it analog or digital?
454.0125-454.6625 is

Every second, a blip emits from the system or whatever it is, makes my scanner show activity when parked on the frequency in that range.
