UVB-76's Little Brother on 4020kHz

Sometime in the last week what has been dubbed "The Alarm" appeared at 4020kHz, and has been going continuously since. A sample was captured here: https://youtu.be/bV7X07-jSVQ

A few days after it appeared, a test count in Russian was recorded: Vocaroo | Voice message

So far, it appears to be coming from one of the same Russian military transmitter sites that UVB-76 uses.

Is it on AM, USB, OS LSB?

It appears to be R3E, USB with reduced carrier. You can hear it in either AM or USB, but USB will hear it best since the carrier is reduced. There is even a little LSB present, so if the signal is strong you can hear it in LSB.

And this signal has been active since Feb 2, 2017. There have been voice test counts in addition to the steady repeating chirps. There has also been some occasional CIS 36-50 FSK, however that appears, to me, to be unrelated and coincidental co channel.
