I don't know about Iowa City, but a the others have said, they generally do use federal frequencies if they have their own radio system. Some VA Medical Centers have opted for leasing space on other radio systems. What's strange though is the coverage this system has. I am in Mobile AL, and listening to them on a 396t with a whip antenna while sitting inside my house: And getting 5 bars on the s-meter.
Why they need such a large coverage area I have no idea.
