I was able to get a detailed channel line-up of the State Fair radios, which is posted at this page.

As a side note:

On Saturday night, one State Police trooper and one Henrico Police officer were paired up for each inside patrol. The State Police troopers carried the 800 MHz portables that they are using with the STARS system. They were set on Henrico's system to Police/Fire Tac 1, so that they could talk seamlessly with Henrico. Seems like a good implementation of interoperability, and the way the 800 portables were supposed to link to the 800 systems of the urban areas.
