It looks like the VPI PD and VSP has had some past issues with rowdy VPI football fans in Lane Stadium, Blacksburg, VA which is the location listed on the license. The VPI Campus Police Dept. physically is close to the stadium when looking at a Google map. The license also could be related to the recent past shootings which occurred on campus years earlier and can be another venue to enhance campus security. That makes perfect sense because VPI is a state facility eligible for state funding for needed radio comms. However, the VSP, not VPI, is licensed for 100 4 watt HTs for most likely joint use this repeater only and with no interop comm links. But most likely it will be a joint VSP/VPI PD ops when a situation requires it.

So the football stadium has it's own command center on the 7th floor of Lane Stadium. Each law enforcement agency, along with VA Tech Rescue have a person manning the different stations. VSP stays on their own system. Floyd, Blacksburg and VT are on one channel. K9 and SWAT from local agencies are on one channel. Montgomery Co. is on one channel and Christiansburg is on one channel. Radford University, Radford and Pulaski Town are on one channel. Keep in mind all the above, except VSP are on UHF and we all have interoperability on a regular basis. If we need to contact VSP or vice versa, they relay it to us as the agencies are all in the command center. We also have this trailer in the attached pic operating at all the games. It has rescue markings on it, but is usually manned by VDEM personnel.
